this is sometimes a symptom of the secondary jet in the carbi being blocked or some kinds of airleak in the carbi/manifold... check for leaks and if secondary provides any fuel

my old shitbox 18R /RA23 did this...

easy solution? chuck carbi in bin or replace

as for cam timing... from my haynes manual:
- put piston 1 at TDC
- dimple on camshaft sprocket should be at 12 o'clock
this should give you an engine at TDC for the compression stroke of #1

the locating pin in the camshaft (to let you attach sprocket to cam) should be at 12 o'clock also.
