A good rule of thumb is to setup the cam with NO.4 inlet and exhaust valves rocking.Or to put it another way the inlet is just starting to open while the exhaust is just about to close.Get them in the middle of the overlap then bring no1 piston up to TDC and fit the chains from there.
Has always worked for me regardless of what 4cyl motor it is.
