it comes down to how many cars/parts people go thru.
how many cars a year are you allowed to sell privately before you need a dealers licence?? is it 5? maybe 10?
in Vic, apparently it is 4

What types of motor car traders must have a Motor Card Trader's License from the Business Licensing Authority?
Those wishing to buy, sell or exchange more than four motor cars in any 12-month period must obtain a Motor Card Trader's License from the Business Licensing Authority. You must have a Motor Card Trader's License if you:
Trade in motor cars as a business; or
Buy, sell or exchange four or more motor cars in any 12-month period, or offer to do any of these things.

i'm sure many people buy or sell more than 4 cars a year, and technically they should get a licence.
buying and wrecking 5 cars a year could easily be argued to be more than just a hobby, even if it is just that.
