I'd say that infomation would very much differ, not only state to state, but also person to person within the state. I'd check again, and then get it in writing before I took it as gospel, cos we all know the "ruling" will be abused if it's allowed as such?! I also know rally cars tie springs into struts, which if faced with that scenario is what I'd do!
