vents unneeded exhuast gasses when throttle is released

yes

yes - gfb ( go fast bits ) have some switchable ones

Wrong.
A BOV vents boost pressure between the turbo compressor and the intake manifold.

A WASTEGATE will make exhaust gasses bypass the exhaust wheel on the turbo thus limiting boost.

A Plumback BOV takes the pressure and puts it back into the intake piping before the compressor and is somewhat quieter as a result.
