I dont reckon that would be too hard for a good panel shop to fix. My 28 had a bit of rust in it, same spot on the roof as yours (admittantly not as bad as yours though), needed a whole new section made where the spare wheel goes, same pillar rust. They were able to cut it all out and weld new metal in.
Its amazing what good panel shops can do.. My ae86 had a dint I thought never could be removed, but they got it straight as anything with hardly any filler.
Just ask around and find out who is good in your area and see them.
