Generally the RA28 and RA35 are the same except that the RA35 got the ugly Bumpers and was the first move towards the RA40 as the interior was a different style colour (no wood grain) and the RA35 Had a different Anti pollution setup to keep up with the rulings in Japan.
In Japan the RA28 (JDM) finished its production run in May 1976.
The RA35 (JDM) Started production in June 1976.
The RA28's for foregin markets (and the JDM GT & GTV) were build up until July 1977, when all the Classic Celica production ceased, and the Japanese designers had to design for themselves to come up with the RA40.
Funnyly enough recently I came across a page that seemed to imply that the update front to the RA40 (square headlight) was done to resemble the Pontiac Trans-am and try to salvage the waning sales of the RA40.
