On a 4agze, there is a bypass valve that opens when there is vacuum in the manifold. Also, when there is vacuum in the manifold the ECU disengages the clutch, because it would be largely pointless having it spinning with a bypass valve open, although it won't really do any harm as such. Many aftermarket blower installations use 1 or more blow off valves as bypass valves and dont bother with a clutch on the blower.
Another thing to remember if you're planning on putting the blower on something else is that the 4agze has got the throttle BEFORE the blower, therefore a soon as you close the throttle boost is gone, and there is no boost until the throttle is open far enough to let enough air in. This is why I laugh when I see some goose has gone a spent big $ on an aftermarket noisy valve, only to find it makes no noises...
If you have the blower before the throttle, which in some ways is a good idea, then you must remember to put a good blow off valve in there, otherwise you'll very quickly blow hoses/bend the throttle.
