since your 15 you wont be driving it on your own for a couple years 
firstly dont worry bout mags, custom anything, tints, etc... they will all come in good time there are more important things to do
therefore i would start and give the whole mechanics a very good once over, make sure motor is good, gearbox, diff and complete suspension... most of this, if not all, can be done yourself and would cost a couple hundred for oils, sparkies and other little stuff, if suspension needs doing, springs dics/drums then it would be bout $1000 (this is all new suspension though)... also if you do this first then i would start the car at least twice a week so that the seals dont dry up during the rest of the restore/fix up
once thats done and assuming you went the whole 9yrds then you got bout $2k left...
a complete retrim in vynal is bout $2000-$2500 MAYBE $3000 MAX including carpet, roof, all seats and door trims and should even get the dash done too. now if there is anything good in it then you can minus it and it would cost less but usually unlikely and all needs done... even if you change the front seats you still gotta buy them, so therefore your a $1k short already LEAVE THIS TILL LAST 
then you want to do the shell, if your gonna do it properly then straight off the bat before touching it you need $1k for rubbers (this is all round, every single rubber you need, you can get these from rare spares)... other than that you start doing everything yourself and start cutting the rust out and fixing that; for every rust spot you cut out, straight away weld a plate and fix it straight off and then move on to the next rust spot, if you just cut everything out then by the time you get to the last one it is rusted more and you gotta cut more, so do them one by one. then once thats done you need a spray (roughly $3000 for 2pac in oven providing it is only a rub back, mask and spray)... the body can vary in cost depending on what you do yourself and get done by someone so i cant give a good estimate here
BUT your looking for a proper job something like this :-
- $1000 mechanics
- $2500 interior
- not sure bout your state but roughly $1000 rego
- $1000 rubbers (cheaper if you can reuse the current ones where possible)
- $3000 spray
- $1000-$2000 for everything else body wise
so all up i recon your looking at bout $9500 but you will have an awsome restored car...therwise you can always short cut but dont be surprised if your not completely happy at the end
