Juzzo,
Mate how much do you really want to spend ? If the answer is bugger all then the only cheap mod you appear to be missing is fitting a Downdraft weber to the stock manifold using an Adaptor plate. The 32/36 downdraft weber will bolt up and should set you back $30-$50 tops (2 litre Ford escort/Cortina) Ataptor plate was $30 last I bought one (Looooong time ago !)
Port and polish will cost you a few dollars and will only give you gains as far as the rest of your setup can handle.
The Downdraft weber is by no means a high performance carby but it is better than the stock one.
Your best bet if you want to spend the money is a side draft Carby set up. A single 45mm Side draft weber or delorto will suit all but the most full on 2T engine. However to buy that new is big dollars. A side draft weber new is around $700 these days and the manifold will set you back about $150. Then you need the linkage kit and airfilter plus the dyno time and dizzy graph. So yeah for about $1200 - $1500 you can re-carby the 2T quite nicely.

No downdraft manifold and carby setup will match the performance of the equivalent Side draft version. Side draft is quite simply just better (Less restrictive)

200 HP 3T/2T hybrid ?? Mate that is a pretty big claim. What sort of Fuel and compression is it running. ? Also where is that power figure from and what sort of Dyno was it. The 2T is a Cross flow Hemi head so does respond well to big dollars.
Keeping in mind that the BEST power acheived from a 2TG in FULL RACE SPEC is 200 HP i would be very amazed to see a 2T acheive it. Not saying it isn't possible just well above any I have heard of. Best I know of was in the 170 - 180 HP bracket. See if you can get it to the Dyno day. Be great to see a 2T take home the trophy (assuming he became a member)
