Putting a 3S-GTE in an AW11 is definately possible. If you'd like to take a look come along to a club meeting some time.
Depending on what you want to get done, what model 3S you use and how much work you can do yourself the budget will be enough. I did all of the work on mine myself except the wiring and welding which was done by other helpful Toymoders and it cost me around $8K.
If you have to pay someone to do all of the work I think you may have problems just getting someone to take the job on let alone do it for less than $10K.
On the other hand if you are looking for an engine that will make good power with all standard management and hardware the 3S is a good choice. If you've already got a 4A-GZE then turboing that is probably a good option. I went for a 3S because I wanted an engine Toyota built as a turbo running all origonal bits rather than needing programmable management. On the other hand I'm finding myself constantly looking for a new computer.
