Don't dismiss the 18R-G so easily. I have one in my RA23 and it surprises a lot of people. I might add that they respond very well to turbocharging!
To answer the original questions: early Celicas are extremely reliable if properly maintained, and the R series engines are damn near bullet-proof.
As for cost of turbocharging, how long is a piece of string? It depends on a lot of factors - what turbo are you going to use, do you plan to modify the engine itself, are you going to intercool it, what about the fuel system, etc etc.
If you're smart and don't mind getting your hands dirty, it CAN be done on the cheap - just don't expect too much. My turbo setup, including a custom manifold, RX7 turbo and intercooler, cost me $450 all up. Projected power output is about 250bhp with a bit of tweaking to the factory EFI. Not too shabby for an 1100kg car!
