You just have to learn how to drive it.
I had the same problem with my 18R and also wired it up.
The secondary throat wont pull fuel through until there is enough vaccume (=high revs), so you cant open it until then, and when you do you have to do it slowly.
This is the way a carb'ed car should be driven anyway.
I got used to it, but even then, it still is quite annoying when blasting through the hills, so i changed to a 34ADM weber off a falcon.
