Exactly right, but the main problem with, and has always been is that of heat rejection.

Drums actaully can work better than discs initially and uinder certain conditions, but get them hot and their effectiveness starts to drop dramatically 'cos they can't get rid of the built up heat.

For a basic city car not involved in motorsport or excessive fanging, upgraded fronts and stock rears (with the correct balance) are a great start and better than nothing, but a proper MATCHED disc/disc combo will always win hands down.
