Hey Stu
I've never seen a car that has both filaments in the same globe on at the same time on purpose.... (unless you count brake/tail lamps)
The only car i've ever owned that the low beam didnt turn off when high beam turned on was my ZH Fairlane, but they have seperate high and low beam lamps, like the early Celica's, but unlike the celicas each lamp only has 1 filament.
On my ute i've got 90/130W globes in brand new 7" reflectors.
All of this stuff can be bought from supercheap rather cheaply...
The light from the new 7" lamps is better than the original with the factory driving lights !
but with the Narva 175mm driving lights in place of those it was a different story ! 
I dont think its worth trying to run both filaments at the same time, as you suggest it would probably over heat...
But ! If you have sealed beams you might be able to get away with it due to the whole thing being filled with gas...
