Theres a little push on terminal in pretty much all steering wheels which connects to the switch for the horn.
If it wasn't re-attached when the steering wheel was replaced and is now floating around inside the wheel it could short out and do what you have described.
Pretty easy to fix if it is... just unscrew the cover and have a geez inside. You will know pretty damned quick if its not connected.
