Im not too sure about Vic but here in WA its not a problem if you go and buy a Dry Cell battery (Such as an Oddysey Battery). Since its a completely sealed unit you dont even need to vent it to the outside.

Incorrect. No state in Australia will allow any battery to not be vented to the out side. This includes sealed batteries such as the Oddyseys!
