What everyone is missing here is the exhaust side of the equation. The main reason a small turbo will make less power than a large turbo at the same boost pressure and the same rpm is the exhaust restriction. Look at the exhaust housings on a stock 1JZ turbo - they're TINY. You can pump as much boost as you like in the inlet side, but if you can't get the exhaust out the other side it's a big waste of time.
So yes it's all about flow, but you have to consider the overall flow from one end of the engine to the other, not just the inlet side.
