The company called "Wurth" (German parts and tool company etc) makes something that sounds like exactly what you are after.

The "P" shaped bracket is steel with rubber on the part that would be in contact with the hose. They come in more sizes than you can poke a stick at and cost very little. They look uber neat and weight SFA.

I only know they exist because we used to use and buy heaps of them when I worked in a bike shop.

They sound like they would do the job you want.

Anyone who deals with Wurth (most car parts places) could get you a box of 25 of them. Better than zip-ties!
