toyota SC is not designed to air sucked thru it (e.g. when there is high manifold vacuum). is why there is a bypass arrangement on 4agze (and 1ggze i think).
the ECU detemines when to switch the blower on - which is usally when you are generating a large amount of power. I think ECU also controls the bypass valve.
being on 100% will shorten life of blower considerably and you will get no benefit from it at low rpm or power output (e.g. cruising or idling).
you might be able to get a Wolf ECU (or any other ECU) to drive it if it can be programmed to enable the SC under certain conditions (e.g. low vacuum, near WOT, high airflow, etc).
