my understanding is that return line may:
-come from the fuel pump where it (the pump) maintains consistent fuel pressure in the line from pump to carbi(s)
-come from carbi(s) where the needle-valve controlling the petrol level in the float bowls is able to hold back excessive pressure or has a return valve attached to the petrol-in-line that bleeds off excess pressure(fuel) back to the tank
fwiw: some of the cheap solid-state electric (low pressure, high volume) pumps will regulate pressure alleviating the need for a return line.
