Just had another thought if all the globes are OK.
Does the AE86 have a rear light failure warning light on the dash?
If so the problem could be in the rear light failure control unit. This will have both brake and tail light wires going to it and should be somewhere near the rear lights or behind the trim in the side of the boot.Not sure of exact location but could be something else to check.
Maybe someone else has more info on it.
