Yeah it should flicker between zero and 0.5v (up to about 1v but not 5)
You would have to have an ECU if you've got a 3SFE engine... unless there is a 3SFC engine... but I've never heard of that.
If you can post up the year model and type of your car I can look at mods a bit better. (E.g. 91 ST182 Celica)
