He's right in that major insurance companies don't touch imports or modified vehicles.
I was only paying $130 for 3rd party comprehensive through NRMA but now that a 4AGE is 50% installed in my AE86 along with Jap spec Levin rear diff, none of the Big Guns will touch it.
As I'm on the lowest rating (6), cheapest quote I could get was through Just Cars at $320 for 3rd party cover. Jumps up to $600 if you include fire & theft (bugger that, an alarm & fire extinguisher will be installed instead).
For full comprehensive, Torque Insurance in QLD quoted $1,300 full comprehensive and they didn't really care what I did to the car.
Shannons along with Young & Cool only touch cars if they're heavily modified or are classics. You'll have a hard time convincing them that your car's a classic but I've heard of people who've done it.
