it's worked out like this.

car part value x 15% = duty payable

(car part value + duty + POSTAGE!!!!) x 10% = GST.

if the total payable is over $50, you pay.

if the good value is over $1000, you pay a processing fee to customs also.

i think it is changing in 2005 tho, going down to 5% (check out the APEC tariff site)
