How does a non-stepper 3 wire ISCV work?

I know you have 12volts to the centre, but what about the other 2 wires?

Does the ECU just ground one wire, thus openening the ISCV fully?
And then ground the other wire, thus closing the ISCV fully?

Is it this simple?
Or am I missing something?

I know steppers are much more intricate, but I don't need to know how they work.
