Depends on the type of material you've screwed the bolt into. In hard substances like cast iron you can blow them out with an oxy set then recut the threads, in soft substances like alloy, you'll need to drill them out and recut the thread. You could also try an easy out, though for the un initiated, they can be difficult to setup and use.
