When you lower a car with independant suspension, the roll centre (the point around which the car pivots when it leans) will drop a higher rate than the suspension.
For example, if you lower the car 1", the roll centre will drop 3" or so. This promotes body roll and upsets the handling balance on cars like AE86's as the roll centre won't drop as far in the rear when it's lowered.
Roll centre adjusters push the front rol centre back up, hopefully returning the balance, they come in different sizes depending on how low your car is.
