i have had problems getting my 4age into timing diag mode whilst its running, so i turn the car off, and then start it up with the pin shorted. YOu can tell when its in diag mode as the timing stays static rather than moving around.
When i have set my timing, i leave the T pin shorted and reef it out with the engine running and double check that the timing has modified itself 
Works everytime.
Remember = T for timing.
