It could be your cold start injector, if that isn't working then it really wouldn't help your cold idle, although i've had a 2TGEU start first go and idle well in winter without the cold start connected.
What does it idle at after its warm?
Check theres no vacuum leaks around the manifold, and plug the air conditioner connection up on the manifold if your not using it.
If its your thermo sensor then you need to check your connections between your thermometer housing and computer, if you have a multimeter i think i've got a website link for the resistance/temperature graph of them to check the sensor is operation correctly, or you could try and replace the EFI thermo sensor.
chances are its just something small. A lot of the 2TGEU manifolds these days haven't got the vacuums hooked up correctly, and this makes them idle all over the place.
