If you aren't allowed to change the intercooler setup, you wanna get as much heat out of the engine bay as possible. If the scrutineers allow it, get yourself some kind of bonnet vent as the engine bay gets really hot. Heat wrap the core and as you said HPC everything that looks like it will get hot and you should see positive gains. Also, don't be too quick to write off a high flow filter setup. While it won't net huge hp numbers, considering the cost of the mod its well worth it. CT20Bs were the turbo used on the ST205 so you may be able to get away with running one of them? If you they're permitted this will be where the power is made. They come on sooner, hold their boost longer, and are capable of handling more boost. Though given the interwarmer restrictions that last bit won't matter too much to you. There is a bit of debate regarding fuel cut and stock fuel/ignition maps but for reliability, anything over 10psi will require a FCD.
By the way, on a cold day its not uncommon for cars equipped with 3" exhausts and intake kits to see boost rise to 10-14psi WITHOUT a boost controller!
