for $500 you can get yourself a very decent and complete 2TG, i wouldnt touch the 2T, it would be a waste of time and money.
As for webers, expect to pay around $400-1200 for a side draft setup.. they are pretty exy yes and really you do need quite a bit of work done to your T engine for them to really be making a difference to standard solex items, Mikuni solexs will do you fine up to 2.0L and they are cheap $150-350..
maybe you meant 2TG head on 2t block? and not 3T head? because that mod has been done before, but is really not worth the labour when you can get a complete 2TG for that price.. id say look around until you stumble across a complete 2TG thats in decent nick..
