honestly it depends on what you want out of the car...
a 3T is heavy and will make the car nose heavy.
the 5K can be supercharged (ala Brads old yellow car) or it can be turbocharged. you could run it with a carb, btu you'd be much better off with EFI.
if you are paying someone to do all the work, then you are kinda limited to workign the current 5K, ie cam, carb, headwork, exhaust etc.
if you do it yourself, within your budget you could prolly fit an SC14, with either 4KE or 7KE fuel injection manifold, and use a second hand Wolf3d or similar (or a megasquirt, but this is very DIY).
i'm EFI'ing a 4K atm with 7KE injection manifold and Megasquirt. the whole setup is going to cost around $1000, including all new fuel lines and wiring etc.. but i'm doing it all myself..
i strongly urge you to either learn to do it yourself, or to save a lot more money.
a 4AGE will be a better option than the 3T, as it weighs in similar to a 5K, and is more modern/more potential.. even the stock 100kw will be lots of fun in a KE2x. if you do it yourself, you could probably get the 4AG in there for under 4K.
