By "Charge Light" i assume you mean the little battery logo thing.
This is to say that the battery is discharging, I.E. There is more power being taken from the battery than going back into it.
This is why they come on when you turn the key "on" but the engine isn't running, cos there is no means of charging the battery.
Which in turn means soon you might end up with a flat battery...Could be a belt slipping, alternator failure, or some wiring defect somewhere, a multimeter and someone with an idea of electronics should be able to find where the fault may lie. Could be a dead battery too...
