As a general rule you're allowed a 2" increase on diameter, and 1" increase on width. Given that your car would have come out with 13x4.5" steel wheels as standard, you'd legally be allowed to go to a 15x5.5" wheel before the need to engineer. All this infomation is somewhat heresay, as you'd need to check with your state rego authorities as to their exact rulings.
