Yes 22R-E. The cheapest and easiest option is to buy another 22R-E, and I'm sure you can get one for a lot less than $2k if you shop around. The 22R was sold from the early 80's to the late 90's so there is a huge variation in prices; if you get an early one it they can be had quite cheap.
As for engine conversions, there are plenty of options but if he shies away from a $2k pricetag he will faint at the cost of even a basic engine conversion!
