I thought this was always to do with dirty sensors. The computer is taking readings from the various sensors (temp, air/fuel, airflow, revs etc) and finds something not sitting quite right, so adjusts the idle accordingly, then that sends back all different signals, then it re-adjusts again.

Don't know the reason why, but my Dad's volvo does it like a bitch when it's cold (it's old and driven like a shopping trolley) it surges all over the place! You can even feel it when your driving along as it adjusts the mixtures for cold driving, it surges with power then backs off.....I really don't know what to suggest and would like to know the reason myself
