how do you figure that??
it should be measured the way the authorities deem fit (ie those that will issue the fines )
from COPofLVM
in NSW:
for pre ADR vehicles;
noise limits are 100dbA for bikes, and 96dbA for other vehicles.
emissions are no more than 4.5% carbon monoxide at engine idle rpm.
for ADr'd vehicles..
a)NO noise or other emission control feature required by any applicable ADRs may be removed or made ineffective.
b) a vehicle with substitute engine of a different design must meet the intent* of the later ADR applicable to either the original vehicle of the substitute engine.
* (summarised) meeting the intent = if engine comes from vehicle that fits the same or better ADR is okay as long as ALL noise and emission control features are retained unaltered.
from Appendix A (3.1) (for STATIONARY NOISE TEST)
max noise levels for cars:
96dbA for before 1 Jan 1983
90dbA for after 1 Jan 1983
(or you can apply test procedures of ADR 28, 28A or 39 instead)
site must be level for 3m in all directions from exhaust. no obstructions within this space except: vehicle, driver, person measuring, one observer. surface must be concrete, asphalt, or other rigid paving material.
background noise must be more than 10dB quieter than the vehicle being tested.
microphone must be within 35-55 degrees "to the direction in which exhaust gases are projected", at a distance of 500-600mm from exhaust opening. the height of micrphone must be min of 200mm off ground, and within 100mm of exhaust outlet height.
if you have two exhaust pipe seperated by more than 1m, each pipe is considered seperately! hmmmmm
engine speed shall be at least 75% of of engine speed that corresponds to maximum power. where speed of max power cannot be ascertained, rpm shall be not less than 3000rpm. auxilary equipment (air con) shall be operating at time of test. test is done in neutral (ie no load).
four consecutive tests are done (according to the test procedure provided) and difference between highest and lowest is less than 2 db. the average shall be considered the noise level.
there is however an optional driveby test that can be applied as well.
so there ya go... i can't be bothered typing any more 
this is how it is done in NSW for engineering purposes..
