That is a bit odd, because TE72_Turbo is using the same turbo as you, without a gate and his coming on boost much sooner.

Usually the turbo smart gated boost controllers bring on boost pretty quick with a big boost spike to begin with (as the gate is essentially not adjustable). Something mustn't be right somewhere on yours, can't put my finger on it though, especially considering you just replced the boost controller.

The exhaust housing on my T28 is a 0.48 A/R, my intercooler piping is short and only 2" in diameter, my intercooler is quite thin (ie post turbo my setup has very little volume to pressurise compared to most other setups) the cooler and piping is a legacy from the previous supercharged setup. No doubt a slightly thicker cooler core and some 2.5" piping may gain a little more top-end but I have no doubt I would lose the rapid boost response I currently have too.

I have played around with my boost controller a bit too to get the gate to work just the way I want it to. My low boost setting is not gated and the boost comes on much more gradually.
