If you can get a late-model 1JZ with gearbox for that price, jump on it now!! The 2JZ doesn't seem like a great deal, but JZ prices seem to be going through the roof lately so that might be the best you can do. 
Yes, an R154 will bolt up to a 2JZ block provided you have the 1JZ bellhousing. Typical prices for an R154 are $1500-2000 from my experience, and unfortunately 1JZ versions are usually at the higher end of the scale because they're less common.
