It is very hard to tell whether or not the VVT pulley is functioning correctly without the motor running. The VVT pulley is the intake cam pulley. Finding one in good condition is reasonably hard and they cost quite a bit brand new as well. Fingers crossed you have got a good one
If you are not too familiar it would probably be best to get a professional to do it. If the motor is apart it would be best to get some performance work done to it at the same time. I guess it all comes down to how much you want to spend.
