dude - that is possibly the ROUGHEST cam timing i have ever heard done.
Read the green book PROPERLY on how to set cam timing.
# set crank to TDC
# set cams to TDC compression (notches pointing vertical)
# attach chain etc etc etc
Simply moving nothces forward and back is a bit rough... maybe you were lucky though and got it right...
