thats not entirely true. it is NOT LEGAL to fit a 13B in a KE20.
the weight used for capacity changes is the ORIGINAL weight. an engineer who uses the new weight is a) dodgy, and b) acting illegally.

if you crash, kill someone, and get taken to court, you and the engineer will be rooted.

ppl have them in the light mazdas because either they were engineered before the restrictions came in (like the V8 KE30 etc), or because their engineer is dodgy. simple as that.

you know all those modern cars in magazines with turbo conversion and aftermarket computers? NONE of them are legal, simply from an emissions point of view.

it is sort of a grey area from the publics point of view, but basically there are guidelines and limits for engineer certified. if an engineer certifies past those limits and gets takemn to court, you and he/she will lose. simple as that. they can't legally engineer past the limits (unless it is an ICV)
