Is this right Draven?
Does it have to be in 'highbeam' for the driving lights to come on?
Is this how Aust Delivered cars are wired?

yes - this is the legal way for forward-facing spotlight/floods that are not low-beam headlights to work. In Oz.
i'd say that there is an ADR covering light placement, power, etc.
They're not true fog lamps as they don't direct the light down onto the road surface only.
