When you go over a bump (not a pothole a bump) this will cause your spring to compress and your dampers will keep these springs in check (so to speak) by also compressing. This will absorb the shock of the bump, say the bump happened to be a 10cm mound of bubbled concreate. Your dampers and springs will compress so this 10cm bump will be absorbed. Picture a car with no springs and shocks. The entire front end of the car would launch 10cm off the ground, followed by the rear.

If you run higher spring rates, the spring wont compress as much, so where is this force of the 10cm bump going to go? basically the force will be split up (some into the spring/dampers) and the rest will slightly compress the tire and moreso you'll feel this effect in the car. Hence.. a bumpy ride.

Im guessing your referring to roll (or perhaps 'floatyness') with soft springs. If springs are too soft yes it will bounce.. but it will be more of a floaty effect the bounce will be created from springs compressing and decompressing over a few metres, you really dont know the meaning of a 'bump' in the road until youve been in a car with a race-spec spring rate on the road.
