I'm gunna take a guess and say that tube that leads to no where is your overflow tube.
Most cars have a small tank like the windscreen squirter has to catch this over flow.

you might have the get underneath the car and undo the drain plug from there.

This is just personal prefrence but i like to use a coolant that doesn't need water this way there is less chance of rust.
but you coolant might neutralise the rust causing stuff in the water.
