yes, see on the top of it how it says "resistor block" 
the 'resistor block' willmost likely be attached to or inside the fan assembly itself... remember the resistor block generates heat, and is cooled by the air the fan pushes 
do you actually have a manual for your car? or you just keep asking questions for the fun of it?
change your resistor block (or make a new one with appropriately sized/wattage'd resistors...)
