You're on the right track. A PD blower moves a fixed volume of air per revolution, regardless of what pressure that volume of air may be at. So if we double the pressure on the inlet side of the blower, it will still move the same volume of air, but twice the mass. And when you think about it, it's the mass of air that makes all the difference once you get to the combustion chambers.
