it will come down to if it has a slavage title on it. if the car has been written off. ie it is currently at a wrecker or insurance company auction etc then it will need to be chopped. even if its only got a minor ding.
but if its in someones backyard and it is simply uneconomical to fix or they havent been arsed doing it and it is still registered as a roadworth vehicle then you could import away and simply never register it. but it would seem somewhat of a waste unless you got something particulary cheap. roll-on roll-off shipping will set you back around 2k. plus handling whilst still in japan, duties, etc etc. so expect around 3-3.5k ontop of what you buy it for in japan.
what do you want to import ? id probaly look at picking something up locally.
