the minimum standards for all of these modifications are contained in the Code of Practice for Light vehicle Modification.
0.72x3= 2.16L = maximum engine size = no 12A, no 13B.
was the 5L in a 1200ute done recently? if so it is likely to not be legal _even with a mod plate_. a dodgy approval is no better than no approval when you go to court
it may have been done a long time ago when laws were more lax, or it may have been done as an individually constructed vehile (which is not easy with an old car), or it may have been done on a full chassis with a 1200 ute body
as for suspension, the front suspension basically needs to be removed and the whole front end reinforced properly. you should be aiming for rack and pinion and proper macpherson strut, but finding a donor vehicle with a track that small is not easy.
and why a 13B? you will need to cut out the trans tunnel as well.
